Cindy S. Boyd – President, RCDD
A graduate of the University of Alaska and owner of PCS, Ms. Boyd has over thirty-five (35) years of construction experience in Florida and Alaska inclusive of personnel and equipment management, onsite construction management, and contract negotiations. Ms. Boyd directs all of PCS's administrative/operating activities and holds Fiber Optic certifications from Corning, M/A-Com, IMSA and 3M.

Ms. Boyd is a member in good standing of BICSI, IMSA, Florida Association of Electrical Contractors and International Association of Electrical Inspectors, Society of Cable Telecommunications Engineers, Electronics Technician Association, National Federation of Independent Business, and Society for Human Resource Management. Ms. Boyd holds an Alabama Certified Low Voltage Contractor License # 1331, Florida # ES-0000245, Florida Alarm System Contractor II License # EG13000230, Georgia # LT304933, New Mexico # 86863 & 100401, Arizona # ROC175629, North Carolina # 23663-SP-LV, Tennessee # 00042779, Virginia # 2705 047493A and Baltimore County Maryland Low Voltage Alarms and Signal Systems License#RF9346, and holds a Building Industry Consulting Service International Registered Communications Distribution Designer certificate.

Ms. Boyd is responsible for all facets of PCS’s activities including sales, operations and administrative management.

Bruce R. Boyd - Director, RCDD
A graduate of the University of South Florida in 1983, Mr. Boyd is the former Controller of Dycom Industries and former President of Signal Construction Co., Division of Dycom Industries, a $160M/year Fiber Optic Design-Construction firm. Mr. Boyd is a former minority owner of Precision Software and is a current director of Precision Contracting Services, Inc. and President of B&B Consulting Group, a fiber optic network design firm.

Mr. Boyd has Fiber Optic training from AT&T, Corning, Nortel, Intelect, Fiber Options, Grass Valley, International Fiber Systems, M/A-Com and Krone. Mr. Boyd passed the Florida CPA examination in 1987 and holds a Building Industry Consulting Service International Registered Communication Distribution Designer certificate. Mr. Boyd is responsible for PCS’s client liaison, project valuation estimating, systems design, fiber optic network attenuation/loss budget calculations, and project management activities.

Donald Hawkins - Vice President of Engineering
Mr. Hawkins joined Precision Contracting Services, Inc. in January 2006 after a 27 year career at a public utility as chief administrator of a County-wide $15M fiber optic network with design, operation, engineering and contract administration responsibilities and a City electric utility with a budget in excess of $170M. Mr. Hawkins is the Manager of the Treasure Coast Operations based in Vero Beach, FL.

He holds an RCDD certification from BICSI. He holds a Florida Certified Electrical Contractors License #EC13004098.

Sara L. Boyd - Secretary-Treasurer
A graduate of the University of South Florida and majority owner of PCS, Mrs. Boyd has over twelve (12) years of education and administration experience. Mrs. Boyd directs PCS's involvement in Contractual and Administrative aspects including accounting, banking, budgeting and staffing.

Jim Heaton - Management & Estimating
Mr. Heaton assists in the daily estimating and administrative management operations of PCS. Mr. Heaton brings over 34 years of DOT construction management experience to PCS team. Mr. Heaton is the former Principal in Advance Barricades, Coastline Markings & Jadco Signing prior to its sale to United Rentals in 1999. Mr. Heaton was the SE USA District Manager for United Rentals until leaving to join PCS in 2005. Mr. Heaton participates as Estimating activities and Administrative Management in support of PCS President.

Ferrell “Woody” Boyd - Software Development
A graduate of East Tennessee State University, Mr. Boyd has over twenty-five (25) years of telecommunications and software development experience. Mr. Boyd holds US and International patents for the world’s largest call center and automated voice response system that he created for the Home Shopping Network. Mr. Boyd was the first to deliver the technology for a very large scale Voice over IP platform with the power and reliability necessary for large telephone carriers. Mr. Boyd is developing PCS’s FiberTrak™ asset management system.

Robert Sanford - Account Service Representative
Mr. Sanford provides outside sales, service, and support functions for PCS customers and business associates. Mr. Sanford is a graduate of Ohio University and has over twenty (20) years of sales and estimating experience in the Florida road construction industry.

Charles Grab - Controller
A graduate of Florida Atlantic University and a Florida Certified Public Accountant, Mr. Grab has over sixteen (16) years of financial administration and management experience. Mr. Grab directs PCS’s accounting operations, project costing and collection activities. Mr. Grab administers PCS Viewpoint accounting package and all external audit relations with Wisneski, Blakiston & Leslie.

Suellen Herbert - Executive Administrative Assistant
Ms. Herbert assists all upper management in the daily PCS financial, estimating and engineering activities. Ms. Herbert has been with PCS for 2 years and attended the University of Massachusetts in business management. She holds an IMSA FO Installer II Certification. Previously, she performed similar activities for Meisner Electric for 4 years.

Lynn Bayles - Area Manager
Ms. Bayles has over ten (10) years of construction operations/purchasing experience. Ms. Bayles is responsible for PCS daily project scheduling, material procurements, equipment and estimating operations. Ms. Bayles has received fiber optic networks training from Anritsu, Corning and Fiber Instrument Sales and has a Project Management certification from BICSI, Telecom Management Association.

Frank Sorrells - Technician Manager
Mr. Sorrells has over eighteen (18) years of field experience. Mr. Sorrells has also been enlisted in the US Navy for over six (6) years. Mr. Sorrells directs PCS’s daily project scheduling for all of our South Florida technicians. Mr. Sorrells is certified from Corning Cable Systems and Bicsi. Mr. Sorrells holds certificates in Confined Space Training, Work Zone Traffic Control, and ATSSA Florida Intermediate Training.

Michele Snyder - Operations & Design
Ms. Snyder has over six (6) years of construction operations experience. Ms. Snyder is responsible for PCS’s CADD design, network as built and fiber optic test reporting activities. Ms. Snyder is certified by the School Board of Palm Beach County in AutoCADD and was administrative assistant to DMJM Harris CEI firm prior to joining PCS.

Tim Cessna - FiberTrak™ CADD Design
Mr. Cessna has over seven (7) years of surveying, GIS and CADD experience. Mr. Cessna is responsible for PCS’s CADD design and network as built activities in FiberTrak™. Prior to joining PCS, Mr. Cessna managed a survey team and provided CADD drawings for Mixon Land Surveying

Jeff Bayles - FL OSP Operations
Mr. Bayles has over nine (9) years of construction experience. Mr. Bayles manages daily installation crews and directs project operations in South Florida. Mr. Bayles is certified from Corning Cable Systems and Symphony. Mr. Bayles holds certificates in Work Zone Traffic Control, and BICSI Project Management Certification, and BICSI Site Survey and Media Selection.

Ray Minter - FL OSP Operations
Mr. Minter has over eight (8) years of construction experience. Mr. Minter manages daily installation crews and directs project operations in Central and South Florida. Mr. Minter is certified from Corning Cable Systems and Symphony. Mr. Minter holds certificates in BICSI Installer Level 1, and IMSA Work Zone Traffic Control.
